How to fill out IRS Form 941 as a PDF

You can fill in Form 941, the Employer’s Quarterly Federal Tax Return, in your browser with Fill & Sign PDF, add a signature on page 2, and download a copy to print and mail. The one thing to know first is that the PDF does not add anything up for you in PDFReadyGo. Every total has to be worked out and typed by hand. The tool is free, needs no account, and the file is not uploaded.

This guide shows how to complete the PDF. It is not tax advice. Payroll tax rules and amounts are in the official instructions. Check them or ask a tax professional before you file.

Get the current form

Download Form 941 and its instructions from About Form 941. For 2026, the form is Rev. March 2026, with “941 for 2026” printed at the top. The Instructions for Form 941 share the same revision date. The PDF has three pages:

A few 2026 figures from the instructions are useful to have in front of you:

Form 941 is due by the last day of the month after each quarter ends: April 30, July 31, October 31 and January 31. If a due date falls on a weekend or legal holiday, you can file on the next business day.

Fill in Form 941 step by step

  1. Save the official f941.pdf to your device.
  2. Open Fill & Sign PDF and select Choose a PDF.
  3. Type your EIN. The EIN area is split into two comb boxes: the first two digits go in the first box, and the last seven go in the second.
  4. Type your name, trade name if any, and address, then tick the box for the quarter you are reporting.
  5. Work through Part 1 line by line, typing each amount. Dollars and cents are separate boxes on most lines.
  6. Complete Parts 2 to 4 on page 2 as they apply, and fill in the name and EIN line at the top of page 2.
  7. In Part 5, select ✍ Signature, draw or type a signature, select Use signature, and tap the signature line. Type the printed name and title, and use + Date for the date.
  8. If you pay with the return, fill in the 941-V voucher on page 3.
  9. Tick Flatten after filling, select Create filled PDF →, then Download result ↓.

The instructions say to complete both pages and sign the return. They list who may sign for each type of business, for example the owner of a sole proprietorship or a principal officer of a corporation. A paid preparer must also sign and complete the Paid Preparer Use Only section.

No totals are calculated

The IRS built Form 941 as an Adobe hybrid form, and in Adobe Reader some lines are worked out by scripts. PDFReadyGo fills the standard form layer, which has no calculations, and leaves the Adobe-only layer out of the download. So:

We filled the official 2026 Form 941 with a sample EIN, business name, third-quarter box and line amounts, then signed and dated page 2. The values were saved, the signature appeared on page 2, and after flattening no fields remained and every entry was readable, including each digit of the EIN.

About the signature

The signature PDFReadyGo adds is a picture of your signature on the page. It is not a certificate-based digital signature. For paper returns signed by rubber stamp, mechanical device or software, the instructions describe an alternative signature method for corporate officers or authorized agents and point to Rev. Proc. 2005-39 for the details and documentation. If you are not sure your signature method is accepted, print the return and sign it by hand.

You can also skip paper. The instructions say Form 941 can be filed electronically, and the IRS lists options at IRS.gov/EmploymentEfile. A provider may charge a fee.
