How to combine a PDF and a JPG into one PDF

To combine a PDF and a JPG, open Merge PDF, select Choose files and pick the PDF and the picture together. Put them in order with the arrows and select Merge PDFs →. Each picture becomes one page of the new PDF. There’s no need to convert the JPG first, and the files stay on your device.

When you need this

Application forms often ask for one PDF that holds everything: a filled-in form plus a photo of an ID card, a cover letter plus a scanned certificate, or a report with a photo of a receipt at the end. Merge PDF accepts PDF, JPG, PNG and WebP in the same list, so you can build that file in one go.

Step by step

  1. Open Merge PDF.
  2. Select Choose files and pick the PDF and the pictures, or drag them onto the box. The box shows PDF, JPG, PNG, WebP · 30 MB per file · 100 MB total.
  3. Use the arrows to set the order. The file at the top comes first. To put the photo before the PDF, move it up.
  4. Select Merge PDFs →.
  5. Select Download result ↓.

In our test on November 2, 2026, an 8-page US Letter PDF, a landscape photo of 1021.7 KB and a 211.8 KB JPG of an ID card became one 10-page PDF of 332.5 KB. The tool reported “2 images added as pages the size of the first PDF page.”

How the pictures are placed

If you only have pictures and no PDF, Images to PDF gives you more control: A4, US Letter or Fit image pages, orientation, and a target size.

If it doesn’t work

Quick answers

Does the text in my PDF stay selectable? Yes. PDF pages are copied as they are. Only the pages made from pictures are images.

Can I add a screenshot? Yes. Screenshots are usually PNG files, which are accepted.

Can I add several photos between two PDFs? Yes. Choose all the files, then move each one with the arrows until the order is right.

How much can I add? Each file can be up to 30 MB, and all the files together up to 100 MB.

Privacy

The PDF and the pictures are combined in your browser and aren’t sent to our servers. You can check this with the Prove it’s private panel under the tool, or by running the merge in airplane mode, as shown in how to merge PDFs without uploading them.
